£1500, full pension on which is £1000; and accordingly a concess- ion similar to that granted in Malaya would be of very little

practical use,

7. It is probably the case that the remuneration of

officers on duty in Hongkong is as good as the remuneration of

officers in Malaya, but it is perhaps hardly realised how very

large a part the non-pensionable exchange concessions play in

regard to the emoluments of the Hongkong Service. The extreme

difficulty which is being experienced in recruiting men at home

for this Colony goes to prove that the sterling salary per se

ie below the current market rate; as has been admitted in the

case of the Bacteriologist, Engineers, School-Mistresses, and

Overseers.

8, Under the proposals in my preceding minute the maximum

pension to be earned in respect of a senior Hongkong post would be £1000. If it is considered preferable to retain the present system of reckoning by sixtieths and at the same time to make of practical value the concession whereby the pension limit is raised to £1300, sterling salaries might be increased by thirty per cent. for the purpose of pension calculation. The present maximum salary of £1500 would then carry a maximum pension of

£1300.
